Why does fiberglass have paper on it? The paper is the vapor barrier, this is required by code. Paper goes conditioned side in (in the old days they used to say warm side in, this confuses people in the summer). Once your home is inspected, and you have had a quality insulation installation, your local code official passes the insulation and drywall gets installed right over this as you see it!

In the previous photo, you got to see Kraft Faced fiberglass batts, in this one, you see unfazed fiberglass batts. In this install, this space is between to conditioned spaces, and is being used for sound dampening. Sound travels by vibration, and empty void acts as speaker, hence broadcasting the sound. When you fill with different insulation materials this dampens the sounds, from vibrating as loudly!
